With reference to your letter of the 14th instant (15924) forwarding a copy of a despatch from the Governor of Hong Kong on the subject of the naturalization of Mr. H. Fehrenberg, I am directed by Mr. Secretary McKenna to say, for the information of Mr. Secretary Harcourt, that on further consideration and in the special circumstances of the case he has decided that the Certificate may be sent to Mr. Wehrenberg so that

he may complete it by taking the Oath of allegiance. I am, therefore, to enclose the Certificate of Naturalization, and to request that it may be forwarded to the Governor of Hong Kong with instructions to allow Mr. Wehrenberg to take and subscribe the Oath on the Certificate before a Judge, a Justice of the Peace, or any other Officer authorized by law to administer an Oath for any judicial or other legal purpose, and to report in due course that this has been done.
